What is ELT?

Electronic Lien and Title programs

Simply, many U.S. States allow lienholders to not keep a paper copy of a vehicle title. The title is an electronic title in the sense that the record of the lien is maintained along with a record of a ownership by the state titling agency. Normally an electronic message to the lienholder with the lien and title information serves the same function as a paper title being mailed.

Transactions

An ELT program will implement a number of different kinds of transactions: messages that correspond to a titling event. Each state chooses to implement different transactions, partly based on legislative restrictions or requirements.

eTitle or Electronic Title

An eTitle (also called Electronic Title or non-printed title) is a title that remains electronic. eTitles generally refer to electronic titles that do not have a lien, as opposed to ELT.

AAMVA's Standard for ELT

AAMVA's standard for ELT comes closest to a single national standard. The standard is copyrighted and must be obtained from AAMVA. Each state makes their own determination on how to implement the standard. DDI is aware of the following states that implement AAMVA ELT to one extent or another: Arizona, Hawaii, Massachusetts, Ohio, South Carolina, Texas, Virginia and Washington.

 Mandatory ELT Headed to Florida

If you are a lienholder in Florida, now is the time to set up an electronic title lien system. As of January 1, 2013, Florida House Bill 1223 will require all Florida lienholders to electronically transmit liens and lien satisfactions on vehicles and vessels to the state’s department of motor vehicles.
